Salado aldermen will begin the voluntary annexation of two developments when they conduct the first public hearing on the annexation of The Sanctuary and Hidden Glen properties at their 6:30 p.m. Dec. 10 meeting.
Property owners of the 276 acres in the extra territorial jurisdiction of Salado that will comprise the majority of The Sanctuary submitted a petition for voluntary annexation into Salado.
JES Development has also submitted a petition for voluntary annexation of the 20 acre affordable housing development known as Hidden Glen.
In regards to the two property annexation requests, the board will discuss and consider taking action on the following steps: 1. adopt a timetable for completing annexation, 2. direct staff to perform activities necessary for the initiation of annexation proceedings; direct staff to develop a Municipal Services Plan; and 4. call for two public hearings.
Aldermen will also consider taking action on the request by The Sanctuary development for approval to pursue forming a Municipal Utility District. This item carried over from earlier meetings when the Village and Sanctuary had postponed discussions of the series of agreements to bring The Sanctuary into Salado and build the wastewater treatment plant on land donated by Billie Hanks and the transfer of the effluent discharge permit from Salado Utility.
Under the consent agenda, aldermen will consider these two items concerning the sewer system and Sanctuary development: 1. Approve agreement with Pape-Dawson Engineers for reimbursement or payment of expenses for engineering and surveyor services for the Village Wastewater Services Improvement Project in an amount not to exceed $98,000 and 2. Approve agreement with Ron Carroll Surveyors for completion of certain surveying services for the Village Wastewater Services Improvement Project in an amount not to exceed $10,000.
In other business, aldermen will have a presentation, discussion, and possible action on reconsideration of a variance to Section 4.2b, Protection of Drainage and Creek Areas, of the Subdivision Ordinance in accordance with Ordinance 2008-20 Flood Damage Prevention Ordinance, Section 40 Variance Procedures, for the Creekside Meadow subdivision.
The board will also have a workshop session to discuss the following items:
• Process and approach for review and approval of Standard Operating Procedures and General Orders for the Police Department.
• Land acquisition for a second wastewater treatment plant site.
• Amendment to Zoning Ordinance (Ordinance 2013.08) Section 5.3, Fencing, Walls and Screening Requirements as it relates to Single-Family and Duplex standards.
